And the issue at hand is, what is the difference between a whole and a partial taking? Well whole means what we normally consider it to mean, and that is everything, all the property interest. If you have one acre, or ten acres, or a thousand acres, it is everything that the government wants from you, from what you own. A partial taking is in the normal course of that word, part of what you own. So if you own 500 acres and they only want 400 of them, then that’s a partial taking.
